Vernon Penner, the principal attorney of PENNER & ASSOCIATES, has been practicing Mexican law for almost 30 years.  The firm provides legal expertise in such areas as real estate, foreign investment regulations, commercial entities, trusts, representation of foreign banks and businesses and, government document preparation and translations. He studied at the University of Sonora and earned his Faculty of Law at the renowned UNAM, the National Autonomous University of Mexico in Mexico City. He founded PENNER & ASSOCIATES in 1985, with offices in Phoenix, Arizona and in Mexico. Mr. Penner has also written several books including The Constitutional Guaranty of Property, Creditors Remedies in Mexico, Real Estate in Mexico and the Foreigner, Labor Laws of Mexico and Business and The In-Bond Industry (Maquiladora) in Mexico.

For over fifteen years, Mr. Penner has been teaching at the Arizona School of Business and Real Estate on the topics of business and real estate transactions in Mexico, and is a featured speaker at their annual conference Business, Real Estate & the Political Climate in Mexico. He is an active member of the Arizona Mexico Commission since 1980, and in the 90’s was a founding member of the Arizona/Sonora Judicial Project of the Arizona Supreme Court, setting educational standards for Judges and Attorneys of the two states. Also, as a founding member of the Arizona Real Estate Ad Hoc Committee of the Arizona Mexico Commission, he has participated in the creation of the standards for the Arizona Department of Real Estate’s A Consumer Guide for Buying Real Estate in Mexico. As a frequent speaker, Mr. Penner addresses a broad range of pertinent topics on legal and business matters in Mexico, which have included "NAFTA and its Consequences” before the National Hispanic Bar Association's Annual Conference, and "Real Estate Transactions - Mexican Style" and “Creditor’s Remedies in Mexico” before the State Bar of Arizona.
